First off intel can be randomly gained from defeating Blackguard Bases, Mercenary Bases (other players), Dr. T (Terror) events, also in a recent patch 1-4 intel is gained from opening supply chests (max of one every 20 hrs. reward is based on your current vp rank) as well successful Hammerman defenses from the Hammerman Strikes Back Event every 6 days grants 1 intel each. It can also be gained from killing enemy mercenary's while defending your base / HQ. Intel gained this way is guaranteed after killing a certain number of troops also depending on the type of troop defeated. You can gain as much as 2 intel on a successful defense and as much as 4 intel from a single attacker.
Now HOW do I get MORE intel you ask?
Now the most common way is by defeating Blackguard and Mercenary bases. One of the big problems is that they may not spawn for very long periods of time. If you are having this issue, click on your Radar and hit the "I" button. Where it says "Possible invasion in" followed by a timer, click on the timer, this will bring up a pop up of your Probability of invasion chances. It shows both Mercenary and Blackguard % chances. IF these numbers are both reading 1%, you really need to clear some bases off your map. Now you are probably saying, "I have cleared all my blackguard bases, why are the numbers so low still?" Well Mercenary bases can take up spots on your map for Blackguard bases and vise versa. Also check your radar lvl and multiply by 2; this is the approximate number of total bases that you can have on your map at any given time. You want to clear enough bases that your % chance is at a number that you will get more regular attacks. I personally like to keep my mercenary % at 2-4% and my blackguard % at 7-12% but having a combined total of around 6-7% will definitely see a big change in the amount of bases that spawn on your map. The next question, "I am having a really hard time beating other players bases, what do I do?" First off every base has a weakness, but some bases can be much harder than others, it really depends on the players lvl and whether they have focused more on offense or defense while leveling. The best advice I can offer is if you can't see a way to defeat a base, just refresh it, and continue to refresh bases until you can defeat them. What is your victory points score? If it is very high, this could be your issue, you may need to shed some VP. What is your armory lvl? Is it upgraded and are you upgrading the right things in it? At the end of the day if you just can't find any bases that you can beat, maybe Boom Beach just isn't for you... Remember this is a strategy game not a first person gunslinger style of game. This game takes skill and patience.
Next: gaining intel from HQ defenses. First issue, "I never get attacked, EVER! What's going on?" Sometimes this is a good thing, but typically it means that you are focused too much on defense which is a bad thing. This game really rewards an offensive style of game play, where you attack a lot and get attacked a lot. If you are too defensive, not only is this going to be a really boring game for you, but you are going to progress very, very, slowly. Not getting attacked very often can also be a sign that your VP score (Victory Points) are too low for your lvl. Nobody wants to try and attack someone that is focused on defense and is 10+ lvls above them (obviously). This is pretty easy to fix, start working on increasing the lvl of your landing crafts, and start attacking some bases! Next question: "I am worried about my Victory Point score, if it goes up too high, will I run into problems?"; Depends on what you define as problems. First off, in a recent patch more rewards are now being given to those having higher VP scores (you can find that info here VP rewards) If you are too concerned with loosing a resource base or getting attacked, again maybe Boom Beach just isn't for you; where you see "Problem", I see "Challenge". Trust me when I say, you will have a lot more fun with this game as soon as you stop worrying about your VP score. Now get Booming!
Edit (9/6/16): I've heard a number of times that people have read this but still can't get above 40 intel but are "active" everyday. I don't see how this is possible. Lets do the math. Lets say you you are between 170 and 410 VP, you get 2 intel from a supply chest daily, they can be opened every 20 hours so there is the potential for more but we will stick with the 2 a day. So that's 14 intel a week from supply chests. For opening the supply chests weekly, you will need to take out 35 NPC's (25% intel chance, 1 VP) or or 18 PVP's (50% intel chance, 2 VP) which would net you on avg 9 intel either way per week. Next is Dr. T, everyone should be able to do at least stage 5 of Dr. T by now, each stage has a 25% chance of intel, and you get 5 Dr. T events a week based on the 6 day cycle, so 25 bases, you should get on avg 6-7 intel a week minimum. Lets say 6. Hammerman Strikes back event gives intel on every stage, everybody should be able to do at least stage 4 consistently, that yields 5 intel a week on avg because of the 6 day cycle of evil, some weeks you will get him twice. So if we add that all up we are at 35 intel, and we haven't even cleared any extra pvp, npc, or taken into account any intel earned from defenses! These numbers are of where a lvl 40ish person should be at as an absolute bare minimum playing no more than 10 minutes in a day. If you clear your npc daily, and take out on average 1-3 pvp daily, and have a VP in the normal range (XP lvl X 10 plus or minus 10) you should be way over 60 intel a week, if you are a player around the 500-600 VP range you should be in the 70-80 intel range per week on avg. Getting intel is very easy, you just need to take out some bases! This isn't Vacation Beach, it's Boom Beach! Boom those Beaches!
Edit (1/5/17): I just re-read this for the first time in a while and everything in it still rings true a year after it was originally written. If you are STILL having issues with intel after reading this, try changing a few things. If you are having issues getting your supply chest every 24 hrs (or less) try saving some bases up starting about 8 hrs before it is available, that way as soon as the supply chest is available you can clear all the blackguard bases and get the chest. These days I'm honestly finding that a very large portion of my intel comes from defenses being above 600 VP and even more so above 800 VP puts you into a pretty big attack pool. Don't worry so much about setting your base up to get defensive wins, set it up to get intel. IF you are to focused on defending, less players will attack you and that means less intel at the end of the day. There can be no doubt that there is a significant correlation between weekly intel and higher VP. If you want more intel you should be more active, clear your map more often and push your VP. Eventually your VP will settle out to coincide with your specific playstyle. The more you attack the more you will get attacked meaning more intel from attacks and defenses. You will eventually hit a point where the amount of VP gained daily will be countered and reduced by the number of raids on your base. Don't be afraid to raise your VP, embrace it!
